Wheeler was in training at the Winnebago Agency when this letter was written and he addressed it to his "Father Sister & Brother." He mentions his training, gives some of his opinions on cleanliness and proper grooming habits, mentions witnessing the execution by hanging of 38 Indians on Christmas day 1862, gives some description of camp life, mentions some Indian activities, speculates on a possible renewal of the Indian war in the spring, and reports rumors about his future assignments in the militia.
